Moscow, 1 November 2005. Two years ago, enterprises of RAO "UES of Russia" started trading in the competitive segment of the wholesale electricity market.*
Currently, there are 89 subsidiaries of RAO "UES of Russia" trading in the competitive segment of the wholesale electricity market. Over the past two years, they have sold 94 billion kWh of electricity in the segment. The savings achieved by the SDCs of RAO "UES of Russia" through trading in the competitive segment are in excess of RUB3 billion.
One of the key events in the second year of operation of the free trading market segment was the launch of a free trading segment in Siberia on 1 May 2005. At present, all major energy systems and enterprises of Siberia participate in trading in this segment.
Also, it should be noted that a balancing electricity market was launched on 20 October 2005. This renewed model the deviations sector of the wholesale electricity (capacity) market of the transitional period features a real-time process to choose electricity suppliers. Such a model makes it possible to bring closer the market mechanisms of electricity trading and the technology of system operation management.

*The free trading segment of the wholesale electricity market was launched on 1 November 2003 pursuant to Order of the Government of the Russian Federation of "On Wholesale Electric Power (Capacity) Market Rules of the Transitional Period". The condition for the participation in the free trading segment is that suppliers may sell up to 15% (in the European energy area) and up to 5% (in the Siberian energy area) of the electricity generated by them, whereas buyers may purchase up to 30% (in the European energy area) and up to 15% (in the Siberian energy area) of their planned hourly consumption.
The functions of the market operator are performed by Non-profit Partnership "Administrator of the Trading System" (NP "ATS") established in 2001 pursuant to the Resolution of the Government of the Russian Federation "On Reforming the Electric Power Industry in the Russian Federation." NP "ATS" is the largest trading provider among the world's energy trading marketplaces. NP "ATS" manages trading both in the regulated and free market segments throughout the Russian Federation.
