On 2 July 2004 the constituent inter-regional trade-union conference of "UTK" PJSC was held in OJSC "OK Orbita» (Olginka, Krasnodar krai). Over 80 delegates elected at the trade-union conferences of all UTK branches took part in the conference. Video-conference made it possible for heads of structural divisions of the branches of "UTK" PJSC, chairmen of the primary trade-union organizations and trade-union most active members to participate in the conference. The conference approved the Charter of the new organization.

The inter-regional trade-union organization of "Southern Telecommunications Company" PJSC joined the All-Russian trade union of telecommunications workers of the Russian Federation on the basis of the principles of equal in rights partnership and cooperation with preservation of independence in economic and financial operations. The conference determined the financial policy of the new organization.

Oksana Tkachenko, Secretary of the Central Committee, member of the Presidium of the All-Russian trade union of telecommunications workers of the Russian Federation in the Southern federal district, Chairman of the Krasnodar regional territorial trade-union organization of telecommunications workers was elected the Chairman of the Inter-regional trade-union organization of "Southern Telecommunications Company" PJSC of the All-Russian trade union of telecommunications workers of the Russian Federation. "UTK" PJSC was the second inter-regional company to create the Inter-regional trade-union organization.
