Press-club meeting dedicated to the 115th anniversary of AO MOSENERGO held on August 14

Arkady Yevstafyev, general director of AO MOSENERGO, and Vitaly Kuzmin, deputy general director for sales and customer relations attended the press conference featuring Moscow regional mass media. The meeting focused on the discussion of AO MOSENERGO's results in Moscow and Moscow region in the first half of 2002.

In particular, Kuzmin said that during the first half of the year AO MOSENERGO supplied to its customers 27.8 billion kWt-h of electric power. Consumption of electricity in the region grew 4.7%, while Moscow's growth was 4.2%. This positive growth trend has been observed in the Moscow region since 2000. At the same time, due to warmer winters, consumption of heat in Moscow and the Moscow region fell year-to-year by 6.5%. In total, during that period AO MOSENERGO supplied 35 million GCal of heat energy.

In the first half of 2002, AO MOSENERGO was fully paid for shipped power—29.3 billion rubles. In addition, old debts of its own consumers fell by 2.1 billion rubles, and debt on 1996–2000 FOREM sales—by 300 million rubles. As of early July, the company's receivables amounted to 8 billion rubles, having decreased as compared to the beginning of the year by 1.5 billion rubles.

During June–July 2002, as a result of AO MOSENERGO's leadership efforts, the company managed to ensure that federal entities promptly paid for energy. They have almost fully paid for electricity supplied in the first half of the year and reduced old debts (accumulated before 2002) by 100 million rubles.

In the first half of the year, organizations that are funded from State and regional budgets promptly paid for AO MOSENERGO's services. However, according to Kuzmin, some municipal entities and organizations that are funded from regional budgets are still facing problems. Currently, they owe AO MOSENERGO around 1 billion rubles, though this debt has been almost completely restructured through special agreements. Most districts (except for Klin, Solnechnogorsk and some others) pay in accordance with pre-set timelines. Around one-third of municipal entities in Moscow region have no debt to AO MOSENERGO. To achieve similar results with respect to other consumers, AO MOSENERGO actively conducted advisory meetings with the management of major debtor-companies, administrations of districts in which they operate, as well as with the Moscow city government.

A major debtor of AO MOSENERGO is NII Geodesiya based in Krasnoarmeisk. Its debt has reached 41 million rubles. AO MOSENERGO and the Institute cannot agree on a debt-restructuring schedule, as AO MOSENERGO cannot accept the prolonging of debt payments until 2004–2006 (as proposed by the Institute) due to the nature of AO MOSENERGO's obligations to its own creditors.
