The debts of the companies of the Saratov region towards IDGC of Volga, PJSC approach 1 billion rubles again. As of July 27, 2016, overdue payments of Oboronenergosbyt, JSC notorious for its failure to pay in lots of regions of the country total 174 million rubles and the total debt amount of the company amounts to 191 million rubles.
Overdue payments are not made and the current debt is not paid by Saratov City Electric Network Enterprise, CJSC (overdue payments — 26.8 million rubles and current debt — 149.9 million rubles), Independent Power Grid Company (NESK), CJSC (overdue payments — 30.9 million rubles and current debt — 9.1 million rubles), RT-ET, LCC (overdue payments — 15.9 million rubles and current debt — 2.6 million rubles) and other companies of the region. Power engineers of IDGC of Volga, PJSC have submitted numerous appeals on the failure to receive the payments to the regional authorities and law enforcement offices.
However, claims administration so far remains the primary means for debt collection. It is an efficient method which, however, takes a lot of time — more than half a year passes from the submission of the application to obtaining funds pursuant to court orders of enforcement. During the intensive preparation for autumn and winter, a large-scale repair campaign and implementation of the investment program for IDGC of Volga, PJSC, each ruble is at stake.
