The All-Russia meeting on preparation of the distribution grid companies for operation during the autumn and winter period has come to an end.

On September 25, 2009, the All-Russia meeting of JSC “IDGC Holding” took place in the city of Izhevsk, the Udmurt Republic. It was devoted to the results of preparation of the distribution grid companies to operation during the autumn and winter period 2009/2010.

The meeting was headed by the Company's General Director Nikolay Shvets. The heads of IDGC Holding and interregional distribution grid companies of 69 constituent entities of the Russian Federation acting under the Holding’s control took part in the meeting.

The IDGC of North-West's delegation was headed by the Company's General Director Alexander Kukhmay. The directors of all seven branches of the united company take part in the meeting's work.

For today JSC "IDGC Holding" represents a powerful, multilevel system-forming company and natural monopolist of the market. This circumstance shows raised requirements to the status of distribution grid networks, imposes highest responsibility before the state and inhabitants of the country.

In his salutatory word Nikolay Shvets called the distribution grid complex a “rod structure” of the national economy which has no right to errors and failures: "Despite the fact that preparation for the autumn and winter maximum passes in the conditions which are complicated for the energy engineers, IDGC Holding will completely execute obligations to the constituent entities of the Russian Federation. The autumn and winter maximum of loads is like the Rubicon which we should cross with honour and without losses. First of all, this is a check for professionalism, both for management of the operational companies, and for technical operation personnel."

According to the report of Deputy General Director - Technical Director of JSC "IDGC Holding" Pavel Okley, preparation for operation within the autumn and winter period goes in strict conformity with the schedule. Recommendations on development of Programs on maintenance of reliable electricity supplies to socially significant and life-support objects were provided, including formation of lists, carrying out of checks of electric power supply schemes (conformity of the category of reliability, presence and serviceability of independent sources, scheme of reserve electricity supply, estimation of technical condition), development of actions on maintenance of reliability of electricity supply.

For today, 98.5% of PL repairs have been completed; routes for lines have been 100% performed; transformers of 35 kV and above have been completely repaired, as well as transformer substations. The emergency stock is 94.3% full; 315 agreements on carrying out emergency recovery works have been concluded. In comparison with 2008, the average duration of technological infringements is lowered by 30 minutes.

The commissions for estimation of readiness for winter and started their activities in September. There is a confidence that all the companies will in due time receive certificates of readiness for service during the autumn and winter period.

The meeting heard the reports: by Deputy General Director of JSC "IDGC Holding" A.V. Sannikov: "Results of realization of actions of the JSC "IDGC Holding’s" investment program aimed at increase of reliability of operation of electric networks, for the first half of the year 2009 and expected results of 2009"; by JSC "IDGC Holding’s" Deputy General Director for Economy and Finance A.V. Demidov: "Preparation for transition to tariff regulation under RAB method and scenario conditions of formation of 2010 business plan."

Summing up the All-Russia meeting, the JSC "IDGC Holding's" General Director Nikolay Shvets outlines for its participants the tasks set forth for the electric grid complex: "We need to do our best to realize the adopted investment programs, to use the method of return on invested capital in interests of modernisation of the distribution grid complex, to decrease losses and fundamentally increase energy efficiency. We are at an extremely important stage in the newest history of the Russian electric power industry. As a matter of fact, we are in for creation, on the basis of the available base, of a qualitatively new distribution grid complex - maximum consolidated and hi-tech, with unified, mainly domestic electric equipment, having uniform quality standards of electric grid services, and economically attractive for investment community. The autumn and winter period 2009/2010 will be a serious examine of our joint efforts and plans."
