Perm. TGC-9 representatives took part in the round-table discussion of Legislative Assembly of Perm region that was devoted to problems of regional infrastructure development.

TGC-9 introduced a program of arrangements on Perm heating system development. The program was worked out from the required technical conditions for connection of new objects planned for construction.

Now total capacity of the required heat power in Perm is 852 Gkal/hour. This capacity of heat energy is necessary for providing heating of Perm locations Iva-1 and Iva-2, Ippodrom, Kamskaya dolina, Bakharevka, Yubileyny, Sadovy, Kurya, Krym settlement and also the central part of the city that are planned for construction. For distribution of additional heat power it is necessary to reconstruct heat sources, increase capacity of heat runs, construct new heat mains. Total cost of arrangements on providing heat supply of new construction in the city of Perm is approximately 5,4 billion RUR.

For realization of the program of Perm heat supply system development JSC “TGC-9” proposes to introduce payment for connection to heat networks. Thanks to introduction of this mechanism it is planned to develop the system of the city central heating and increase its realibility without growing of heat energy tariffs. It is planned that introduction of payment for connection to heat networks would not affect the cost of new houses – the estimated cost of connection counting on one square metre of dwelling will be approximately 584 RUR.

Determination of payment for connection to heat networks is the competence of municipal authorities. Such mechanism of the city heating system development has been successfully tested in Ekaterinburg where the payment for connection has been in force since May 2007.

During the “round-table discussion” in Legislative Assembly of Perm region they also discussed problems of realization of investment programs of Perm infrastructure development, realized by “NOVOGOR-Prikamye” and JSC “Permenergo”.

TGC-9 is the major heat energy supplier for Perm consumers. In the city there are four working generating stations that belong to the company – Perm HPP-6, HPP-9, HPP-13 and HPP-14 with total heat power of 4 233 Gkal/hour.
