A round-table discussion where issues of formation of approaches to integrated housing development of the land located on the territory of the Republic of Chuvashia were considered took place today in the Small Hall of the Government of the Republic of Chuvashia with the participation of the Federal Housing Development Foundation. Mr. N.V. Fedorov, the President of the Republic of Chuvashia, top management of the Federal Housing Development Foundation, representatives of all interested organizations: authorities, bank managers, directors of construction companies, building materials production companies, as well as top managers of chain companies and public utilities organizations participated in the work of the round table. The Republic of Chuvashia alongside Kirov, Kursk and Tumen regions became one of the first regions where the Federal Housing Development Foundation began to conduct auctions for the tenant right to the land in the federal ownership. This land will be involved in the integrated housing development, mainly economy housing. The Republic of Chuvashia signed an Agreement with the Federal Housing Development Foundation in April 2009 and offered 3 plots of the total area of 76,5 ha. The governmental commission took the decision on the integrated development of the plot of the total area of 6,317 ha, addressed Universitetskaya Street, Cheboksary town. This plot is the start-up facility and part of the microdistrict “Universitetsky-2”. 100,8 th. sq. m. of dwelling houses with the required engineering and social infrastructure is scheduled to be built on the plot. The approximate completion of the plot development is scheduled for January 2014. In the process of work of the round table the issues of potential investors’ and developers’ support, elimination of administrative barriers, rendering assistance in the creation of infrastructure and getting credits, as well as possibility of assistance in provision of new construction sites with the external power network were discussed. Mr. Dmitry Ivanov, the Deputy Director General of “Chuvashenergo”, the branch of “IDGC of Volga”, JSC, delivered a detailed report on this topic. He said that “Chivashenergo” worked hard on reconstruction and upgrade of the substations for providing of the construction process with electric power and putting into commission the residential apartments. “Several years ago we reconstructed the substation “Zapadnaya” of 110 kV with the replacement of transformer of 16 MVA by that of 25 MVA, it enabled us to provide the microdistrict “Volzhky 3” with electric power”, told Mr. Dmitry Ivanov. “The substations “Yuzhnaya” and “Strelka” have been reconstructed. A new substation “Novyi Gorod” (“New Town”) of 110 kV with the installed capacity of 80 MW has been built. Putting into commission of the first stage of this catering centre (CC) is scheduled for the end of this year. CC “Novyi Gorod” (“New Town”) of 110 kV will meet the needs of the designed housing estate of the same name in the amount of 38 MW”. The long-term investment project of “Chuvashenergo”, the branch of “IDGC of Volga”, JSC, will allow to reconstruct 6 more catering centres by 2014. The plots for housing in areas of the Republic of Chuvashia can be provided with electric power at a low cost. Electric power supply of the microdistrict “Universitetsky 2” can be secured by the main substation “Studencheskaya” of 110 kV.
