The Power Company set this goal as a priority. It will be implemented as a part of AO MOSENERGO Program for Upgrading and Modernizing Tools and Systems for Counting Electric Power. Under the existing rules, industrial enterprises will be offered to switch to a three-fee structure that provides for different fees depending on whether it is day, night or peak load period. The general population will be charged at day or night rates.
Both the consumers and the company will benefit from switching to the new system. The power consumers will receive an opportunity to reduce costs—quite an issue in the light of the forthcoming rate hike. In turn, AO MOSENERGO will be able to optimize the use of generating capacities.
While preparing to switch to a new multi-fee system, AO MOSENERGO specialists drafted a number of regulations that establish new procedures for implementing the settlement system differentiated by the time of day.
In January–February 2002, commercial customers of AO MOSENERGO received informational letters explaining the procedures for switching to the new payment system. The population will receive this information at local branches of Energosbyt—the sales division of AO MOSENERGO.
