Participants in the panel discussion on the topic “Development of legal regulation in order to prevent illegal actions” discussed approaches to legislative changes. If implemented, the changes will effectively prevent and suppress illegal actions in the electric power industry, and this is one of the tasks to improve public administration in the field of ensuring the security of functioning of the energy infrastructure and fuel and energy facilities that are provided for by the RF Energy Security Doctrine approved by Decree of the President of the Russian Federation dated May 13, 2019 No. 216.
The discussion was attended by Igor Ananskikh, Deputy of the State Duma of the Federal Assembly of the Russian Federation of the VII convocation, First Deputy Chairman of the State Duma Committee on Energy; Andrey Cherezov, Deputy Minister of Energy of the Russian Federation, representatives of Rosseti, and representatives of the scientific and professional community.
Participants spoke out in favor of tightening liability measures against unscrupulous participants in the electricity market for illegal use of electricity, evasion of repayment of receivables for electricity transmission services by energy retail companies. Besides, the speakers also stated the need to find new ways to improve legislation in order to increase transparency of payment discipline, and reduce the economic losses of electric grid companies.
